This is a frozen witness frame, not an emulator. It uses the actual motif bytes, palette bytes, density table and attribute assignments from the ROM. Palette and primitive edits answer here immediately.

The signal should look like it came from somewhere it shouldn't.

Color Territory

Each block controls four 2-bit palette assignments in a 32×32-pixel NES attribute region. This is where color stops being a swatch and becomes geography.

Engine Pressure

Density decides how much of the signal is allowed to exist.
Speed decides how often the machine is asked to answer.
REDLINE decides how many CHR tiles get rewritten before the frame can object.
v0.5 supports 1–15 tiles per packet. 15 = 240 bytes of live CHR data before NAM/attribute traffic. You already proved the stock REDLINE curve stable under emulator abuse.
